Hon. Baboucarr Bouy

Honorable Baboucarr Bouy currently serves as the Minister responsible for Public Service, Administrative Reforms, Policy Coordination, and Delivery of the Republic of The Gambia. Under his leadership, the Ministry oversees public service policies across government institutions, ensuring effective policy coordination, improved human resource management, and enhanced citizen engagement through transparency and digitization.

 

Prior to his ministerial appointment, Honorable Bouy held the role of Chief Executive Officer (Africa Region) for an international NGO committed to delivering education and healthcare services to underserved communities in The Gambia and Guinea Bissau. With over four decades of distinguished service in the Gambian civil service, particularly in the education sector, Mr. Bouy advanced from assistant teacher to Permanent Secretary. His tenure as Permanent Secretary was marked by significant reforms, including promoting gender parity in education, introducing Performance Management Systems, institutionalizing participatory policy implementation, and launching comprehensive multilingual literacy programs for early education. His visionary leadership transformed the Ministry of Basic and Secondary Education into an institution guided by evidence-based decision-making.

 

In recognition of his exceptional contributions to public service, Honorable Bouy received the prestigious World Bank Jit Gill Memorial Award in April 2012, becoming the second African and fifth individual globally to earn this distinction.
